Quotation Marks are used in the construction of strings. One Quotation Mark starts a string, a second ends it. As such, it is used for displaying and hard-coding text in a TI-BASIC program.

(n)  :deg°min'sec"

This indicates an input of Degrees, Minutes and Seconds.

This program will display what is inside the quotation marks. Or, outside a program, typing in "HELLO :)" and pressing enter will have the same result.
